tbh its not that much of a buff, becauze its unmod Fantasy buff, which is mainly for clear and MAYBE for 15-6 p2 if you skilled enough to hit arms and head at the same time with this skill.

There are good buffs for MPx, Raven and Anemos, for Rena im sure they wont have nerfs if they abuse of oneshoting boss/people with this balance unlike MPX and maybe Raven (the chance isnt so high like MPx).
Yeah ya look at the numbers, looks like they are trying to make characters’ numbers more similar to each other. Airelinna for example 7% mp a second like Celestia, changed RH’s reactivation time from 3 to 4 seconds, NI’s 7 to 4 seconds, etc. Guess they just like playing around with numbers til they hit a sweet spot.
What the hell would buffing dispersion do? It’s not a good skill to use because it’s not a seed skill that doesn’t get any of the benefits from PotD or DG. I don’t think anyone would use it over Seven Burst.
The only time Dispersion tops seven burst is on wide enemies but even then it should be a seed skill for real, or hurry up and give the new chars their respective mods
