Forbidden Secret Manual (II) is needed to unlock this skill, available through the Power of Transcendence Skill Quest or Item Mall.

The passive can activate on command drone attacks and command electron attacks.
Each individual hit in a command can trigger the additional attack. For example, the final hit in is capable of activating it twice.
The passive activating is indicated by a blue spark appearing where the enemy was hit.
Possibly glitched, as no damage value will show up on an enemy when the passive triggers, though it's uncertain if this is just a visual glitch or no damage being dealt.
