Using a skill will consume the buff and cancel the Skill Cooldown Speed Increase effect, so it is sometimes better to wait out your skill cooldown rather than use another skill.
Fully performing Spell: Storm without chaining into another skill can be very inefficient due to the long animation and recovery frames of the Charge, but the Tempest animation can be maintained holding down the skill key for a second or two before chaining into another. By using this tactic, you can maintain the buff for a moment to lower your cooldowns without being stuck in the animations of the Charge.
