While the Sword Gust does not inflict hitstun, it will generate MP and charge the Awakening gauge for both the target and yourself. However, the amount of MP that you receive is very low (less than 1MP per hit).
Your combos do not have to hit a target to summon Sword Gust.
Each Sword Gust will cancel the delay of Elsword's attack, therefore speeding up Elsword's rate of attack.
