Both the Comet and Comet Explosion deal splash damage, but as each comet is limited to 2 hits, multiple enemies do not increase the skill's damage. It does, however, make it more likely for a comet to hit one enemy twice, which otherwise only occurs if the enemy is tall enough or near the comet's maximum reach.
Only your initial casting animation is affected by action speed; the meteors will always spawn and fall at the same speed.
