Lucy informs the [[Penensio]] that despite the Water Seal functioning as a symbol passed down by Ruler of Hamel, in reality it is passed down between rulers because they protect its secrets. Lucy states that the El Priestesses call the secret hidden inside the Water Seal the "Prophecy of the World's Root" and that the Water Seal is the first key.
