You do not have to recast the skill immediately as its reduced cooldown applies for the entire 2 seconds, allowing for other quicker skills to be used in between each casting.

This skill freezes everything on the screen for a decent amount of time in PVP, allowing you to repeat this Special Active at least twice in a row within the same few seconds (without losing your target) due to DC's passive which reduces this skill's cooldown to zero. No other skill in the game could do that up to this point.

During the entire skill, Chung is balancing his cannon by the handle on his right shoulder.
