[[Nenya]], a demon general who had worked with Ran decided he wanted to ruler over all of the former Xin Empire. He infiltrated one of the last human settlements, Seochu, once set to be part of a campaign by the [[White-Ghost Army]] to establish peace between demons and humans. Nenya overthrew the previous lord of the land and managed to sway and control some of the demons previously in the area. In order to keep control over the demons he offered them fragments of his power which gave them strength but also allowed Nenya to control them when he saws fit. He imprisoned the previous lord in the castle's dungeon and framed him for running away on his people. Without a ruler, Nenya managed to convince the town that he would protect them with his own private army. With that he rose to power. He started to abuse his position and began to work the citizens of he region like slaves, additionally to prevent people from leaving he increased security at the borders to prevent anybody from coming in or out. He ruled with an iron fist, jailing or exiling anybody he wanted at will, many began to live in fear and started to do anything necessary to please their new tyrannical lord.

At this time, many members of the White-Ghost Army had fallen away from their initial mission since communication with their lord had completely ceased with little knowledge of the situation in the demon world. Nenya was able to sway many of the straggling demons on his side, however he required they all take some of his demonic energy as an oath of loyalty.
