*Yes that is correct. It's been that way from the start. Because the values in sockets are actually the numerical value derived from percentage. Each value of 1% depends on "equipment level requirement". For example, 1% of lv80 Henir is 128. When it got upgraded to lv90, each 1% numerical value become 143. This % is also used in "random effect" and "fixed effect" of equipments.
