You will notice several skills with a padlock symbol on it. These skills are called Locked Skills. Normally, you cannot upgrade nor obtain that certain skill. In order to unlock a Locked Skill, you need to complete a series of quests for each skill. It is recommended to do these quests in a party as it is easier, takes less time, and consumes less stamina. The item requirements for skill quests involve items with guaranteed drop rates.
The Skill Quests are the same for all classes, with the exceptions of Laby and Noah, who have different sets of quests based on their exclusive dungeons.
Once completed, you will receive a Secret Manual that can unlock the skill. Alternatively, you can obtain the Secret Manual by purchasing it from the Item Mall. You will automatically unlock the skill but they can only be bought separately. There are no skills that are cash-exclusive. Cash is simply an optional method to skip these Quests.
El Search Party Senior Officer Camilla will teach you a special skill if you complete her training program. She says you need to clear dungeons within your level range before she even thinks about teaching you the skill.

NOTE: All Clear dungeons within level range quests exclude Ruben, Henir, Add's Energy Fusion Theory, Ereda, Sinister Intent, Gate of Darkness, Event Dungeon, Guild Expedition, and Twisted Time and Space - Fahrmann's Peak.
Denif advises that in order to utilize immense power, one must understand their own strengths and weaknesses. Although what remains is only a visage of the past, the specters from Hall of El will probably be very helpful.
Slowly getting the hang of things, maybe now is the time to utilize the El energy from the Elrian Sanctum. Let's start training at the Forgotten Elrian Sanctum.
These skills are not locked. This quest is just an alternative to get these skills.
These skills are also obtainable from exchanging Secret Manual: [Mod] Force (A) books at Camilla.
Camilla will teach you how to utilize your existing skill in a different way. First, to understand your existing skill, you should go defeat Chaos Leviathan.

Description
A battle against those who have reached a certain aptitude is sometimes what's needed to understand new power. While this match is unexected, the transformation already started for those who have accepted this challenge.
In order to properly use new power, there must be a transformation from within to accept this power. Do not fear transformation. It is needed to move forward.

Description
