Shock Bubbles (small) and Recovery Bubble (large)

The cooldown for the Recovery Bubble will not start until it despawns or is picked up.
- When continuously hitting an enemy, this will cause the Shock Bubble and the Recovery Bubble to occur on different command hits, 'desyncing' the effects.
The Recovery Bubble can be picked up by allies, and will despawn after 3 seconds.
