Hero Ring

Excuse me, me again.

Is there a ring called Hero's Ring or something?

• I saw someone wearing a ring that increases all skill's dmg.
• Increases active n special active skills damage i think. I cant recall it's exact description @@

How to get that ring? Is it no longer obtainable? Thanks
