PvE: Queen's Wing will increase Flying Movement. This increase does not overlap with Queen's Throne's increase.
PvP: Queen's Wing will increase Flying Movement by 3. This increase does not overlap with Queen's Throne's increase.

Action Speed Increase is normalized, Movement Speed Increase is multiplicative.
The cooldown decrease is high enough to practically reset most skills' cooldowns, with the exception of certain high-cooldown Bravery skills.
It is recommended to check up on the Queen's Wing buff duration, as it will tell you when a next cooldown decrease can possibly happen so that you use it on the correct skill(s).
