The Shrug buff does not activate if no target was hit, and will always overwrite itself regardless of the amount of enemies hit.
The Owie debuff is purely for flavor and has no actual effects.
- Certain other skills or items that rely on debuffs do consider it for their effect however, like the Complete Energy Conversion Device accessory.
The skill's hitbox matches the visual sound wave effect fairly exactly, meaning it hits a bit further to the sides near the bottom where the smaller waves are, and up to 3 platforms above you with the larger waves.
