There is no cooldown to reapply Target Locked debuff. The debuff can be reapplied by leaving and re-entering range of enemies. Also, you can switch a title to reactivate "Target Locked" debuff without leaving and re-entering.
Movement Speed Increase is multiplicative.

- The secret Swift Assassin Critical Rate 100% debuff has an effect on Pandemonium debuff which makes additional damage dealing 20% of the original damage become all critical hits. So, the Pandemonium debuff can deal higher additional damage than 20% depending on the critical damage stat, debuff, and buff.
