With Miracle Vision being an essential buff and not being affected by this passive, any other ECP Using Skill used afterwards will trigger this effect only once and activate Over Strike, making all ECP Using Skills unusable for its duration. This only makes the passive useful when you are outside of Over Strike mode.
On the North American server, the tooltip erroneously states that only special actives' will have their cooldown reduced. In actuality, all special actives and actives will have their cooldown reduced. Only hyperactive skills, bond skills, and master skills are unaffected.
