King of Pranks can sometimes be useful, as it lets you teleport directly to other players. This is most apparent when you need to get to a location that would take longer to reach manually than it would to type out the command to teleport to a player who's already there. And as for Troublemaker Duo, while not many will take advantage of it (and even those that do will really only be able to do so in PvE), it does extend the Hyper Active's duration by 20 seconds. So I don't think it's fair to say that these passives don't give any beneficial effects.
