In PvP, targets who receive the Panic debuff will not be able to control their character properly.
Great for both PvP and PvE, as it causes confusion and a higher critical rate on the enemy.
Pandemonium - Chaos's critical percent increase works best with Grand Archer's Stigma Snipe.
