It really should be "cool down of special actives increased to 1.5 times of the original'.
increase to... (the total number: original 10, now increased to 12. It's 12 altogether now) "increased by" (this number plus the original number: original: 10, increased by 2. So it's 12 now)
Moonlight Rhapsody's cool down in DP mode is 20 seconds (Rounded).
