What is it used for?
Just a simple hack so that you don't have to repeat the skill name when making Mod skill page links.
How to use

- If second parameter specified and equals to 1, adds the [Mod] prefix.
- If second parameter specified and equals to E or e, adds the [Mod] prefix without adding /Mod to the link.
