The probability of a stat appearing from a Sage's Magic Stone is documented by KoG [http://iteminfo.nexon.com/probability/elsword?sn=3814 here]. These rates can be assumed to be the same for lower tier Magic Stones, as they can give all the same stats, just with lower values. The game will roll for the type of stat first, then roll a second time for the value tier (for example, using Sage values, if the stone rolls critical, it will then roll again to decide between 6, 8, 10 or 12% for that stat). The rates for a stat differ between weapons and armor, though the rates for a value tier are the same for both.
