Shackling Chain

Shackling Chain can deal up to 1,383% (493% in PvP) Physical Damage. With Empowered, it can deal up to 1,659.6% (591.6% in PvP) Physical Damage.
This version has a slightly higher area of effect and can bind an infinite amount of enemies as long as they are in the area, compared to the normal version. It does less damage however.
The dash of the normal version is replaced with an instantaneous teleport, so any enemies that were to fall between the initial target and you will no longer prevent you from hitting the right target.
