With this passive, a Shelling Guardian would be able to maintain ammo usage more easily.

Before Shelling Guardian was released, Reload Mastery was a passive that boosted Reload in Guardian Skill Tree.
After the Deadly Chaser revamp patch, Remodel Magazine gain the same reloading effect as this passive. This makes a Shooting Guardian/Deadly Chaser able to maintain ammo usage more easily like Shelling Guardian/Tactical Trooper.
