I noticed this while working on one of my Code: Esencias and did some testing on this in Free Training, but it seems that the normal version of this skill no longer triggers or is affected by either Queen's Authority or Queen's Dignity.

I tried mine and noticed that too, perhaps this is one of the KoG's oversights. I'll add this on tips/details as a possible bug.
Okay, I just did a bit more testing, and it's not being counted for Summon to Mind either, so I think it's just flat-out not being treated as a summoned unit.
