**Well, there wasn't anything saying it depended on the equipment level, and before I found that out, I thought it was based on the player's level because of this quote: "Level will always calculate as 90 if you are Lv. 90 or higher. "

Socket Scaling

When upgrading equipment (Secret Dungeon or Henir), sockets will scale accordingly. For that reason, I believe that socket values depend on the level required to wear the equipment and not the character's actual level (except for costumes, because they auto-scale to the character's level)
