Also lowers knockdown rate when attacking.

Tips and Details

This Action Speed increase is not shown in your stat menu. It stacks multiplicatively with your other Action Speed increases.
There is no cooldown associated with Time Control itself. It may activate multiple times in any time frame.
The cooldown reduction is based on a skill's current cooldown, not its maximum.
