You will notice several skills with a padlock symbol on it. These skills are called Locked Skills. Normally, you cannot upgrade nor obtain that certain skill. In order to unlock a Locked Skill, you need to complete a series of quests for each skill. It is recommended to do these quests in a party as it is easier, takes less time, and consumes less stamina. The item requirements for skill quests involve items with guaranteed drop rates.
The Skill Quests are the same for all classes, with the exceptions of Laby, Noah and Lithia, who have different sets of quests based on their exclusive dungeons.
Once completed, you will receive a Secret Manual that can unlock the skill. Alternatively, you can obtain the Secret Manual by purchasing it from the Item Mall. You will automatically unlock the skill but they can only be bought separately. There are no skills that are cash-exclusive. Cash is simply an optional method to skip these Quests.
